pure-ftpd Connection refused localhost on mojave macos

Question

I tried the instructions in this post pure-ftpd Connection refused localhost on high sierra, but sadly did not work for mojave. Has anyone got this going? pure-ftpd looks to be a great package and is advertised to work on MacOS but sadly there is very little information posted anywhere for novices such as me.

I am looking for a no-frills ftp server to run on my main computer, an iMac Mac (27-inch, Late 2012, processor 3.4 GHz Intel Core i7, Memory 32 GB 1600 MHz DDR3)

Any help or advice would be appreciated.
