Terminal Server Console generated Sound replicated to Shadow sessions audio

Question

we use a text-to-speech utility that is triggered by a background Service. Which is only executed and heard on the Console of a 2016 Terminal Server. Using RDP creates Shadow sessions, this background Service is not replicated in the shadow sessions. Thus the text-to-speech utility is not triggered in the Shadow Sessions. If we manually trigger the text-to-speech utility in the Shadow Sessions, audio is heard through the RDP connection to the remote client/s. The question, is there a method to route the text-to-speech audio only to the from the Console session of the Terminal server be routed to each Shadow Session? Looking forward to your response.
