Convert an image to Unicode (emoji)?

I need some help, how can I create a unicode (emoji) from an image, an image being specifically a PNG or SVG image ?

I am not sure that you can, - if I am not mistaken your image would first have to be accepted, recognised, and ratified by W3.org. Take a look at the following, though (it may give you an alternative selection): https://dev.w3.org/html5/html-author/charref
