How to simulate AC power plugged in ubuntu

I have Ubuntu 18.04 installed on my laptop ,which has an Intel i5 8250u processor with base clock of 1.6ghz and boost of 3.4 GHz. Turbo Boost only works when my laptop is plugged into charger . I tried changing power profiles , scaling governors , fresh installs etc .Installed PopOs and cpu still doesn't turbo when unplugged. I cannot change value of /sys/devices/system/cpu/intel_pstate/no_turbo , when trying to change i get a "operation not permitted error" . So i want to simulate power always plugged in so that turbo is always on . Without turbo boost my cpu stays at 1.6ghz which kills app loading times and general browsing experience
