netplwiz disabled, grayed out buttons

Question

I've got a Win7Pro pc with autologon for the "admin" user. The password for that account is not in the registry under Winlogin/Defaultpassword. I think it has "User must enter a user name and password..." disabled, but when I run netplwiz everything is grayed out except the OK and Cancel buttons. I enabled the Administrator account and logged in as that user. It also has everything grayed out in netplwiz (and control userpasswords2).

Why is netplwiz not allowing anything except OK and cancel?

This pc might have been on a domain with some policies applied, but when I run gpresult /scope user and /scope computer there's just a bunch of N/As.
