Windows 10 Pro not listening for RDP connections

I'm troubleshooting an issue with a Windows 10 VM that won't listen for RDP connections. It's running on a KVM/Proxmox server, other VMs on the hypervisor work as expected. RDP is enabled, it's configured for port 3389. I've disabled/re-enabled it and copied good settings to HKLM\System\CurrentControlSet\Control\Terminal Server\ from a working server on this host.

This VM hasn't allowed RDP connections since it was installed. It's on build 17763.

WinRM features work on this guest, I'm able to remotely open a powershell session and use tools like psexec. I've also verified that the firewall is off on the VM.

Netstat -abn doesn't show anything listening on port 3389. I've also attempted to configure RDP to run on port 9876 for testing, no change. I wasn't able to find any relevant logs in the event viewer.
