Microsoft Teams - No banners

Question

Have a user that is unable to receive banners or notifications from the channels he follows. He has the proper settings on Teams to receive banners and does so on any device except his desktop in the office. Works on his laptop. Settings for teams sync across devices.

He's following the channels

Windows settings allow for app notifications

Troubleshooting attempted:

• Tried leaving and rejoining teams, unfollow and refollow
• uninstalled teams and deleted team folders in %appdata%, then reinstalled
• workaround found online was to make sure user has tbot chat active after doing anything in teams, but user still didn't receive banners.

He receives emails, and channels become bold when there's a message posted. He also sees it in activity feed.

Any ideas on resolving this issue. He's the only user with this issue.
