Chrome is extremely slow on one user acount but works fine on another user account

Question

tl;dr Chrome doesnt crash, instead it is so slow that websites time out. Other browsers work perfectly fine. If I try using chrome on another windows user account, it works perfectly fine.

Chrome used to work fine but suddenly became unable to connect. Google searches sometimes work, but usually I get a "_____ took too long to respond" error. It might have been triggered by a windows update (not a very recent update, I had reinstalled windows using a 2016 release, so any update since then might have done it). Edge and Firefox work just fine, no problems. However, chrome used to be my main browser so I would like to be able to use it.

I tried uninstalling, deleting all userdata, and reinstalling; it hasnt worked. I tried this multiple times. I have no idea where to even begin to troubleshoot this.

But, get this, if I try to use chrome on another windows user account, it works perfectly fine.
