I need to editing page with inspect element, but it wont open

so, when I right click it shows a list of options you would expect to see, but inspect element is grayed-out (not allowed on that page) and when I want to use its short-cut key for inspect element on that page its also not working.

please help me find a way to open inspect element I'm using a chrome book, but this also seems to happen for other computers too.
