Keyboard Shortcut Running Taskbar WIndows

Is there a way to create a keyboard shortcut such that {Keystrokes x} would open the xth item on the taskbar (whether or not that is pinned)? I know that, for example, {Winkey 2} will open the first pinned app. But this means that, if for example, Outlook is running, and an email is being viewed, then there will be an Outlook icon and an email icon visible in the Taskbar, and {Winkey 2} will open an item 'higher' than the 2nd item - not what I want. The only solution I can come up with is Win-T to focus on the 1st Taskbar item, and then a down arrow. Which isn't great when it comes to higher number items.
