(windows) Remap ANSI keyboard

Question

I own an ANSI QWERTY keyboard that i switched to AZERTY for practictal purposes (I have always used AZERTY keyboards in my life so I am used to the key positionning). Nonetheless, on ANSI keyboards, there is not the "< >" key that is located next to the left shift on ISO keyboards. On Linux, I managed to bind that "phantom" key, but I can't find how to do it on Windows. Do you have any piece of information of how could I map this key ?
