Taskbar scaling issues when connecting/disconnecting to external monitor

Question

connecting a 4k monitor to my xps 13 via usb-c to displayport cable.

My laptop has a 1080 screen. My quick launch icons and start menu is either horribly enlarged (when disconnecting):

or terribly small (when connecting):

I have to log out every time I connect or disconnect my laptop to avoid this. However that is a pain because I have to close all my programs if I do so since I connect and disconnect my laptop many times throughout the day.

Is there anyway to preserve the scaling of my taskbar without having to log out?

(I used classic shell, but the program/quick launch icon are native to windows)
