SMTP can't send except port 25

Question

I am trying to send SMTP with outbound tls encryption with

1. Windows Server 2012 r2 IIS6
2. Virtual SMTP Server
3. tested with telnet smtp.mydomain.com 465 & 587 -> OK
4. TLS certificate found with date (certifytheweb) -> OK
5. Firewall set for both inbound and outbound (telnet OK from remote pc)
6. But can't send with these ports (465,587)

My destination is to send Email with Encryption whatever the port is . Please may I know what would be my problem.

PS : sending without outbound tls works successfully over port 25. But 465 & 587 ports are not able to send even without outbound tls.
