Touch screen input lagging when load high - Ubuntu 18.04

I have a touch screen connected to a machine that's running a number of CPU intensive processes. It's running a AMD Ryzen Embedded V1605b 8 virtual core CPU. Average load is around 8, but I can probably tweak it down to 6.

The machine is also running two full screen unity apps that are hogging the GPU to death. There's no fixing that. That is just a thing.

Unsurprisingly, the touch input is lagging. Dragging a boundry-box on the ubuntu desktop is super choppy and is rendered at like 2-5 fps. With the computer at rest, the touch input is super responsive.

What can I do to boost the touch experience without rebuilding the apps themselves? I'm prepared to concede some fps from the unity apps if that gives an overall improvement in the touch experience.

My instinct is to start nice-ing and unniceing processes, but I don't even know where to start when it comes to.. touch..
