Hyper-V % Total Run Time counter almost never exceeds 50%

Question

the weekend before we saw that some virtual machines had low performance assuming a bottleneck in the cpu since migrating to an other host resolved the issue and the following performance counter was constantly at 50%:

\Hyper-V Hypervisor Logical Processor(_Total)\% Total Run Time

This value never gets over 50%, but if it is constantly at 50% the performance in the virtual machine is reproducibly degraded.

Our System is a dual CPU system with Intel® Xeon® Gold 6134 Processors.

Could anyone tell me why this value is not getting to 100%?`
