Why does my HDMI cable have a "barrel" on both ends

My cable TV provider included a strange looking HDMI cable in their install package. The cable is for connecting my PVR to my TV.

Unlike a standard cable, this thing has what I'm calling a plastic looking barrel on each end, about 6" away from the end of the cable. Imaging something a little bigger than a sewing thimble and wrapped in black plastic, in which the HDMI cable is encased.

What's the purpose of this barrel? Can I use this HDMI cable anywhere else just like a standard cable? And if I wanted to, could I use a standard cable for the PVR<>TV cannection?
