No connection could be made because the target machine actively refused it

Question

I stopped and started an EC2 instance due to be terminate. After starting I cannot SSH or access it via web. I get the following error:

Could not connect to SSH endpoint. No connection could be made because the target machine actively refused it

Any insight would be greatly appreciated.
