On-Screen Keyboard not working with Japanese Microsoft IME

I'm using Windows 10. The On-Screen Keyboard does not show the Japanese layout when using the Hiragana input mode of "Japanese Microsoft IME" (kana input). The English (United States) US Keyboard layout is shown. This is not the case for other keyboards, I have tried it with "Korean Microsoft IDE" and "Buryat (Russia) Russian Keyboard" and the On-Screen Keyboard displays the appropriate symbols instead of the QWERTY letters.

When I type QWERTY using the "Japanese Microsoft IME" input method I get: たていすかん

What can I do to make the On-Screen Keyboard display the correct symbols?
