Paste to Adobe DC Pro - Shrinks Image and Cannot Resize

Question

Something changed in Adobe DC Pro. I get automatic updates through Adobe Creative Cloud. The current version of DC Pro is 2019.010.20091. In the past I was able to copy from Excel (or any other program) and paste to the PDF. The content would always paste as an image and could be moved and resized without any issues.

For example, copying from Excel to a PDF would produce the following result (properly sized frame and ability to resize):

Expected Behavior

I created this example by pasting the image from Excel to Word. When I paste to Adobe I get a small image, a huge frame, and no ability to resize:

This is new behavior in Adobe. I have spent over three hours researching on the web and have not found any leads. Is anyone else experiencing this? Does anyone have any suggestions for solving the problem?

Update:

I just tried inserting a random image file using the "Edit PDF" --> "Add Image" toolbar. After adding an image from file I tried copy+paste again. This time the image pasted and behaved as expected:
