How to connect to Mosquitto broker present on VPS?

I have installed the Mosquito broker on two servers one on Azure and one on VPS. I can connect to mosquitto broker on Azure from my local PC.But when i try to connect to mosquitto broker present on VPS i am getting the timeout error from the VPS.

I have added the inbound and outbound rules for the port 1883 on. But still unable to connect
