For https://superuser.com/a/1422462/41259 I need a user to pass to runas, it would be best if it had no password and couldn't log in and had no password. Under Linux this is a fairly trivial exercise but I have no idea how to do it with Windows 10. I still need a homedir for this user because VLC asks something the first time it runs and saves it after.
