Why are the SDK Manager and AVD Manager not showing in Android Studio despite the Android Support and Android SDK plugins selected?

Question

I am helping a peer get an Android Studio project cloned so that she can run it on the latest version of Android Studio (3.3.2) that we have uninstalled and reinstalled for good measure.

But I cannot create the correct Android Application configuration (only an "Application" configuration that doesn't work) to actually run it for her. Further digging showed me that her software shows no AVD or SDK Manager.

Potentially related info: the JAVA_HOME and JRE_HOME paths are set up as of recently, and we can navigate to the SDK location on her computer.

I'm very desperate and not sure what to do, and am experienced with Android Studio. Any guidance would be appreciated. Thanks!
