How to decrypt/decode Windows power plan *.pow file, what inside them and what exactly are they controlling?

I feel my laptop is running slow, and I want to overclock it a bit. I've been following this tutorial to edit Windows power plan. It asked to import the *pow file (https://www.tenforums.com/attachments/tutorials/188936d1526483045-restore-missing-default-power-plans-windows-10-a-default_power_plans.zip), which is the file to control Windows power plans.

I was thinking the *.pow files should be in something like XML or JSON format, but when I open them up using Notepad it's encoded in an unreadable format. I searched online, but couldn't find any explanation for this anywhere, so I wonder exactly what things are inside and what exactly are they controlling?

Even under high performance, there are still some differences when using the battery compared to using the power supply. Can I tweak it to make the performance even faster when on battery? I don't care about heat or battery life.
