Booting into WinRE without winload.efi and a ISO

I have a Surface 2, with a corrupted winload.efi file, that I don't know how to get into WinRE with. I can't get an ISO. It runs off of Windows RT 8.1. I've looked and looked for ISOs. I found a recovery image from Microsoft, but it's not done anything. What's going on is for some reason winload.efi is corrupted. I can post what the error exactly says.
