How to allow non-admin users to enable or disable Desktop Remote through System Settings?

The Remote Desktop toggle is disabled (read-only) for non-admin users in System Settings (Windows 10 Pro). Being the administrator, is it possible to allow them to enable or disable it without changing their account type? And if so, how? Thanks in advance.

1I don't actually know whether or not it is possible. Since you're talking admins and non-admins I assume you're a company and have IT. I'm also wondering what you're actually trying to accomplish. There may be a perfectly valid reason why this is actually the best way to do what you want to do, however, the scenarios in my mind have not yet found one, and they've found plenty of scenarios where it's a silly or inefficient way to do what needs to be done.
