When using Windows 10, how do you change all of the properties of start menu icons through command line, PowerShell, or Regedit?

I have had to remake a profile several times. The most cumbersome part is rearranging the start menu icons. Is there a way to make them all small, add groups of icons, and arranged in a certain order through Command line, PowerShell, or Regedit? Is there a more effective way to doing this?
