How to set second keyboard in Fedora (if there's no Settings-`Region and Languages` application in Startup Menu')?

I just installed Lunux Fedora 29 and wanted to change (add) language on my keyboard.

The Fedora System Administrator's Guide says there should be a Region and Language application from the Setting menu. However, I cannot find such an application anywhere.

The closest I see (from the bottom left corner menu) is:

 Preferences -> Monitor Settings
                Keyboard and Mouse

But I don't see Settings menu, not Region and Language menu anywhere. Where it is? Or is there a way to call it from command line?

Eventually, I want to be able to switch between two keyboards (French and English) with a short-cut (e.g., Alt+Shift).  Is that possible in Fedora / Linux?
