I want to reduce that time to 5 seconds. So when somebody tries to connect to my PC and I am away from my desktop, they do not take more than 5 seconds to log in.

I tested RDP and 5 seconds after IP until prompted for cred and then after typing in password and press enter, desktop loaded within 7 seconds. This is too broad as it could be anything on your network, FW rules at multiple levels, group policy settings perhaps, and a whole bunch of other things potentially. What is your network setup and are you connecting across Internet or local connection? My results were from across the Internet via a VPN tunnel. – Pimp Juice IT – 2018-04-12T20:31:20.770

It is 30 sec for me, is it maybe a group policy created by the university where I work? I am administrator of the machine – Millemila – 2018-04-13T15:53:54.663

I think this only occurs when there is a active session already: see:

The only other settings I know of are the security settings; though they can be found using Local Group Policy Editor (gpedit.msc) there is a setting under :

Administrative Templates \ Windows components \ Remote desktop services \ Remote desktop session host \ Connections
