Artificially offset mouse cursor position in Windows 10?

I have an unusual request for an unusual situation. I'm making use of a sensor bar (MayFlash DolphinBar) to control my mouse pointer using a Nintendo Wiimote (sort of like you would control an air mouse).

Because this is for video games, precision is important, and unfortunately, the sensor bar's position above the monitor means that the calibration will never be quite correct given the limits of the technology.

I'm wondering if the folks here might have a solution (software preferably) where I could adjust the cursor offset (1.5 inches/100 pixels or so) vertically using a hotkey.

This would allow me to feel like I'm pointing the Wiimote at the right spot on the television, when actually, it would be registering in a different location.
