Are you sure it's not in your local display? – mtak – 2018-01-09T10:04:36.900

Did you censor parts yourself? Do you have those parts if you just display a white picture on your screen? I guess as you included a photo of your physical screen they're not visible on screenshots? If that's the case your physical display is likely having issues. – Seth – 2018-01-09T10:18:19.173

The parts on the left, right, in the taskbar are more than just normal photo noise. It's all over the place. You could try this KB which might be related.
