Windows core admin tools (Task Manager, Device Manager, Sys Info etc) slow to open

I have a laptop with an Intel i5-6200U CPU, 8 gigs of RAM and a WD HDD. While I realise that it is a low power laptop processor, I feel that the windows admin tools, and task manager take absolutely an eternity to open up - the task manager routinely takes 15 seconds to load up, if not more. On several of my friends' laptops with comparable processors - including laptops running on the i5-5200U. Even the User Account Control is pretty slow to open up.

A particularly queer aspect of my laptop is that all the above actually are faster with MATLAB running in the backround - the task manager opens instantaneously, for example.

Any help would be appreciated.

Smartmontools claims that my disk passed the health parameters. However, Spin-up time and seek error rate threw up speed flags due to high values. I must add, I forgot, that the HDD I added is non-OEM. – Anirudh Dwarakanath – 2017-08-26T20:38:42.183

Just wanted to add - I had a rainmeter that includes stuff about the stirage usage, and a mini task manager. Disabling it appreciably improved my the above mentioned tools - the task manager, for example opened in 2.8 - 4 seconds, which I guess is the best I can get. But why?
