I've been searching on the web for a while... and I've got through many sites related to the topic "Unable to run games because of DirectX version" (e.g. 1, 2, 3, etc...).
Done patching it to 1.27a, "Unable to initialize DirectX" error still showing.

Have tried to install different DX versions but nothing work:
The one with "dxwebsetup" says
DirectX Setup has determined that a newer or equivalent version of DirectX has been installed already. No installation is necessary.
I have a Windows 10 laptop before but got totally broke... there I was ABLE to play DOTA without any problem.
-update: Now another ERROR has showed up. This trick: "C:\Program Files (x86)\Warcraft III\Frozen Throne.exe" -opengl
works yesterday now it suddenly not.
You say Dota but your image shows WarCraft III. (According to Valve, Dota uses OpenGL, not DirectX.) Anyway, there is a new version of WarCraft III released to resolve Windows 10 problems.

1You can't download anything called OpenGL. (If you ever found such a thing, it is definitely a malware!) That's because OpenGL is not a full suite like DirectX. You can, however, update your graphics driver for better OpenGL support. – None – 2017-04-24T06:14:38.697
The earliest version of DirectX that can be installed on Windows 7+ is the last released version of DirectX 9. DX9 would be a separate installation from the built-in DX12. DX12 cannot be removed. I am not sure what DOTA has to do with WC3 though – Ramhound – 2017-04-24T11:38:26.267
