"Windows Startup Settings" missing from Windows 10 Repair media

I recently created a Windows 10 image using the Media Creation Tool. I intended to use it for getting into safe mode in another computer, but the "Windows Startup Settings" option is missing from the menu. All I have are these options:

I've searched through every option on other pages too but none of them brings up the one I need.

Why is my screen different and how to I get the correct repair image to use?

You will only be able to access Windows Startup Settings by using the Advanced Startup option, from within Windows itself. You can also access the Advanced Startup options by causing Windows to fail to load 3 times This is the same reason UEFI Firmware Settings is missing from your screenshot. – Ramhound – 2016-06-09T17:11:58.120

@Ramhound I have tried this at least 7 times but am still not getting into safe mode. Or at least I don't see the dump on the screen that's usually a sign of safe mode--just getting the same black screen after the blinking cursor. – idlackage – 2016-06-10T05:12:23.423

This is also happening with a Windows 'System Repair Disc' (Control Panel, Backup and Restore, left column option). @Ramhound can you provide a reference to support your claim or is just based on experience? – gregg – 2017-04-10T13:43:12.487
