How can I enable Telnet on a router

My router's telnet and ssh are disabled. It's a ISP supplied router so ISP disabled them.

Is there a way to enable telnet on a telnet-disabled router?

It's an Airties RT-204.

Some routers can be accessed via serial or JTAG interface, you may have better luck with these (especially if you can solder and not afraid to pry your device open). – haimg – 2011-12-19T23:46:52.723

Just to clarify: If you open a browser (while on your wireless network) and go to: http://192.168.2.1 you get an error message?
