You can't. That's the trick they use. Back when they had machine gun stamps, you had to have the machine gun first to get the stamp but that would mean you illegally possessed a machine gun to begin with. You could possibly get dynamite if you have a mineral that you are trying to harvest and prove that you are not some loony out to blow shit up.
