As I'm new, not 100% sure as to which forum this is applicable and don't wish to get banned, I'll post it here.

I've long liked the idea of the hostage bomb collar and have worked it into a scenario, that of accessing a target at their home, securing them, attaching this item and then having them do what needs doing. I've read NBK's previous post on making it covert through use of the neck brace, but what if this is not an option (eg, in the context of the actions required, would raise undue suspicion)?

What I propose is a tight chainlink 'necklace' connected to the top of a flat project box worn under the clothing. A second chain goes around the upper torso securing the box to the target's chest. The box is fitted out as follows.

A master "on off", most likely in the form of a keyed switch.
A small quantity of AP putty, embedded with a quantity of 00 buckshot, and detonator.
A blinking LED (to hammer home to the target that the device is active)
A mechanism allowing remote detonation (preferably via a compact detonator, carriable on the person, that has a reasonable range)
A mechanism which will cause detonation if the circuit of the neck or torso chain is interrupted.'

The purpose of this device is not to use as a 'bargaining chip' in a hostage situation, but primarily to instantly diminish the target's threat if they cease compliance. The fear insuring compliance is only secondary.

How would someone go about making such a device?

Such a device is the very origin of the HBC (Hostage Bomb Collar), as I read about it in an old Readers Digest magazine, where a south american criminal was using it for extortion, with a design very much similar to what you described.

I don't suppose you read the thread about 'The Plug', did you? The ultimate in covert! ;) :D

And for removing a threat, I can't think of anything quicker than seperating the head from the body. :)
