As it says it decodes the keys, but there are no numbers to decode it by..?
How would one use this genius tool...?

I don't think that NBK has actually built this device, he was just writing about an idea on how to copy keys efficiently. That doesn't mean that it will not work, it just hasn't been contructed - yet.
