Java Edition:Snowy False Block State with Snow Layer
Grass blocks with snow layer(s) usually have the block state snowy:true, however in a few version ranges it's possible to obtain grass block with block state snowy:false.
Obtaining
14w04a
In 14w04a, you must simply place snow on top of a grass block. Due to a bug, the grass block will have snowy:false block state.[1]
Spreading

From 17w47a (1.13 Snapshot) - 19w13b (1.14 Snapshot)
Grass or mycelium spreading to dirt with snow layer produces snowy:false block.[2]
- First, place a dirt block on the ground.
- Place snow on top of the dirt block.
- Directly next to the dirt block, place a grass block.
Eventually, the grass will spread to the dirt block with snow on top of it. When the grass spreads to the dirt block while the snow is on it, the dirt block will turn into a non-snowy grass block with snow on top.
Powered Snow
From when it was added in 20w46a (1.17 Snapshot) - 1.21.3, grass or mycelium spreading onto dirt that's under powered snow would be snowy:false.[3]
World Generation
From 18w02a - 18w22a sometimes grass blocks are generated with snow and snowy:false block state.[4]
Mega Spruce
From when the mechanic was added in 18w06a (1.13 Snapshot) - 21w11a (1.17 Snapshot) mega spruce trees grown next to snowy grass will convert the grass to podzol but will not set them to snowy:true.[5]
20w46a Powdered Snow
From 20w46a to 21w11a, placing powdered snow on a grass block would not cause it to become snowy.[6]
23w13a_or_b less_interaction_updates Vote Rule
You can also obtain snow on top of snowless grass with the less_interaction_updates vote rule in 23w13a_or_b.
- First, enable the
less_interaction_updatesvote rule. - Then, place a regular grass block on the ground.
- Place snow on top of the grass block.
Due to the discontinuation of block interactions, the grass will not become snowy, and will obtain snowy:false block
state.

Another way to obtain snow on top of snowless grass is with update suppression. Placing any block next to a grass block, if snow is next to rails, will turn that grass into snowless grass.
