In a few different versions of Minecraft, it has been possible to obtain Slowness V.

Obtaining

Strong Slowness Potion

Slowness V was available through a strong slowness potion in versions 18w07a through 18w16a (1.13 snapshots). This was changed to slowness IV in 18w19a. Additionally, slowness VI is obtainable through strong turtle master potions. This is a temporary discontinued feature, as the effect only lasts for 10 seconds. This effect can also be applied to any other mob that accepts potion effects.

In the April Fools' snapshot 23w13a_or_b you could vote to get infinite duration effects. These effects could be random, so you could get infinite Slowness V.
