Due to a bug from 18w01a (1.13 snapshot) to 19w37a (1.15 snapshot), Ender Pearls could lose their "Owner" tag, therefore not teleporting the player upon landing. In order to preserve this type of pearl for a longer period of time, it should be placed in an upwards bubble column.

Obtaining

To obtain the Ownerless Ender Pearl, you must first throw your Ender Pearl. Then, upon it being reloaded, whether it is by leaving the chunks which the Ender Pearl is in or leaving and rejoining your world. The ender pearl will then lose its "Owner" tag.[1] This is a Destructively Observable discontinued feature[test], as the only way to view that the Ender Pearl is discontinued without using commands or 3rd party tools is to have it hit a block. If the player is not teleported when the Ender Pearl hits the block, then it is discontinued, though testing this will destroy the discontinued feature.
