From 16w21a (a 1.10 snapshot) until 18w31a (a 1.13.1 snapshot), shields could be placed on armor stands using dispensers due to a bug.[1] A shield is the only item that can be placed into the hand slots of an armor stand, except for boots and leggings from dual wielding armor stands.
