Console Edition:Shears with Silk Touch

When enchanted books and anvils were first added in TU14 to TU42, shears were able to be enchanted with silk touch by using an enchanted book in a anvil.

These were used to obtain cobwebs as a item until TU44, where afterwards normal sheers can be used as well.
