I believe that the label that the LA should be increased is false because I'd you look at the SRD some giant it has simular bonuses even higher bonuses without drawback having +16str and+8con which is what I think the person who flashed it was worried about it being a very min maxed race. Keep in mind that the stone giant also has a LA of +4.
