This thing should be a freaking major artifact. I can just see some PC wandering around from tavern to tavern in a psionic setting using this ring on every Very Clearly An Adventurer they see. Cruise up, shake hands, steal Feat, flee. They're only going to pissed off if they had any way of knowing where their feat went which, per the power this item continuously emulates, they don't. The only way they would know what happened is if the DM rules that you are aware of the origin of an effect which forced you to make a Will save. I can just imagine cradling my head in my hands at the "Lol, infinite Feats!!!!1! :D" face an orgasming powergamer would make if they found this thing in a book.
