Well you could....

id suggest making id 1d4 slash and have a bonus property of and extra 1 damage specifically against opponents wearing no armor. That way it makes it unique enough to be different but not so beastly enough its rediculous to use anything else

It would be more appropriate to say that if you don't have the appropriate tools for an amputation, you have disadvantage on the Medicine check. Mundane tools should not be providing bonuses except the normal proficiency bonus if you are proficient with it. In any case, we don't need a D&D Wiki page on every conceivable individual tool (screwdriver, ruler, pipet, sewing needle), it's why we have toolkits instead.
