4e Power Action Type::Standard Action	Ranged 4
Attack: Strength Vs. AC
Hit: 2[W] + Strength modifier and the target suffers from a 3 penalty to hit rolls (Save ends).
Miss: 1[W], target doesn't suffer from penalty.
