Silenced Pistol (3.5e Equipment)

A silenced pistol is perfect for recon missions as it has no noise, this counts as a pistol for the purposes of feats such as weapon focus. Rogues, Rangers, and any class focused on stealth may treat this weapon's critical hit values as being 16-20 x2 instead of the usual 20 x2. Classes centered around firearms, such as a gunslinger, may treat its critical hit values as 16-20 x3 instead of the usual 20 x2. If you have both types of classes, you may instead of the previous, treat its critical hit values as 15-20 x4 due to the rigorous training in pinpointing opponents' weak points, and the rigorous training in highly proficient use of firearms. If you spend 1 round studying a creature, you may add your Intelligence modifier to the attack and damage rolls as precision damage, creatures immune to critical hits or precision damage are not subject to the added damage. If your Intelligence modifier is negative, instead add 1 to your attack and damage rolls. This weapon requires bullets as its ammunition. If it has no ammunition and the trigger is pulled, there is and audible click that can easily be heard from any where within 15 ft. This weapon is relatively small and light compared to most weapons, granting the wielder a +5 circumstance bonus to sleight of hand checks made to conceal it. This weapon is not designed to withstand a blade, if it is struck with a blade of any kind, it must make a DC 10+Damage dealt or be broken beyond repair. This weapon may be duel wielded with no penalties so long as the wielder has a high enough base attack bonus to have multiple attacks. Monks may use these and duel wield them by utilizing their flurry of blows ability if they so choose, and may treat its critical hit values as 18-20 x2 due to their intense focus. All critical hit range adjustments can be modified through feats that modify critical hit ranges such as improved critical, if a character has such a feat, and then take a level in another class that grants improved critical hit values, the new base total is the one modified by the feat(s).

This page is of questionable balance. Reason: I'm a little confused. Is this a modern firearm or a fantasy weapon? Also seems to be very overpowered?
