A ray of light sears your foes skin, and makes the foe easier to hit.

4e Power Action Type::Standard Action	Ranged 5
Target: One Creature
Attack: Intelligence Vs. Reflex
Hit: 1d8+your intelligence modifier radiant damage, and the next time anyone attacks the target, the target takes a -2 penalty to AC.
