if I use sunburst and vampire rogue with evasion fails reflex saving throw, is it still utterly destroyed?

Yes. If they succeed on the save they take no damage and thus aren't zorched, but since they failed, they take damage and are zorched. -- Eiji 06:59, 22 June 2009 (MDT)
