Golem Manual Rules

Are there generally accepted rules/equations for creating a Golem Manual? In particular, if I wanted to create one of the Dragon golems starting on page 163 of the Draconomicon, how much would the manual cost? What caster-level bonus should be applied? No, there is no calculation. The best that I can offer is this: at what level should such a manual become available to players? Then use the Magic Item Compendium price tables to narrow you in on a final price. If the item is powerful enough, you may simply want to make it a minor or major artifact. The output from this API is compatible with the Zstandard frame format and doesn't require any special handling on the decompression side. In other words, a compressor can switch to the multi-threaded API and decompressors won't care.
